If you know the name of the person you are writing to for your job application, use the name! Dear Ms Tan, Dear En. Karim, etc. Doesn't that sound more personable than Dear Mr/Madam? End with a "Regards, followed by your name".
There, you have just personalised your job application. The person you have addressed will also feel as though he/she knows you and be more willing to assist.
The other forms such as: "Dear Mr/Madam" "To whom it may concern" "Dear Hiring Manager" are so cold and impersonal. Hiring is all about the human touch, isn't it?
